Yes it is. imagine a straight triangle with these points on either side of the hypotenuse. Then you can apply Pythagoras.

Horizontal leg: 4--8=12
Vertical leg: 8-3=5

length: sqrt ( 12*12+5*5 ) = sqrt (196) = 13
