If an atom has 8 protons, how many electrons will it have in its normal state?

If an atom has 8 protons, then it must have in its normal state a total of 8 electrons, to maintain a neutral charge. Because in a normal state, an atom is not charged. Example-  The oxygen atom has 8 atomic number and it has 8 electrons and 8 protons.
