Let x be the total number of holiday's cards:

1st, he mailed 40% of x → 0.4x
2nd, he still have 18 cards
3rd, x =  0.4x + 18 → x-0.4x = 18 → 0.6x = 18 and x = 18/0.6 → x = 30
